USP 553 Foundations of Planning Law

Covers the legal context within which land use planning and plan implementation takes place. Provides a brief history of planning and land use regulation in the United States and a broad recognition of statutory and constitutional limitation on those activities from a national and state perspective. Within this context, the requirements for the conduct of hearings, appeals, and evidentiary processes are analyzed; skills for and techniques of writing findings and conditions of approval are developed; and questions of ordinance interpretation and liability are discussed.
